30 years ago 168 people died in Oklahoma, on April 19, 1995, due to an act of domestic terrorism.
19 were children in a daycare.

Perhaps in the future, nothing like that will ever happen again.
But I think that those in power are worried about it happening again, and again, and again, and thus we have a hardening of America.

It would be nice to live in a world where such technology is just envisioned for tornado and hurricane defense.
It is perhaps an idealists dream to envision a world where every nation is not perpetually preparing for war against one another, and their own inhabitants.

At the start of Covid I realized one of China's most valuable resource were its internment camps (https://en.wikipedia.org/wiki/Xinjiang_internment_camps), and the potential use of said camps for psychological research...
The ability to understand the social impact of disease introduction within social cohorts, exactly how it impacts the relationship structures of individuals and institutions... resource sharing, resource grabs, power shifts, cooperation versus competition, et cetera.
To know ahead of time how Covid (and similar diseases) will affect the world, and to develop AI based modeling abilities based on human research. Ditto for resource scarcity. Ditto for knowledge surplus / scarcity / disparity. Et ecetra. Social-psychological experiments, real time, at scale, that's the modern potential for internment camps that have full, modern monitoring.
