There are seven levels of paper shredding. They are ranked P1 (least secure) up to P7 (most secure).

Here is a sharp fact. In this new AI era, not a single level of paper shredding is secure.
AI + flat bed, dual sided paper scanners = P7 level paper scanned documents can be reconstructed. The tiniest of parts, put back together, artificially.
If the tidbits of many documents are intermixed and scanned randomly, that might exceed the capacity of TODAY'S AI to reassemble. But... likely not the capacity of tomorrow's AI. Scan now, solve later.
And if you consider the work of laying out the tidbits upon the bed of a scanner to be too tedious, then the solution is micro-robots. Drop a handful of paper bits and a handful of micro-robots upon the scanner bed, then simply watch them all move together preparing the paper bits for proper digitization and AI reconstruction.

Here's two possible solutions for disposing of paper documents in a secure fashion: incineration or mix with liquid to create a sludge. Shredding is no longer secure.
