I've been saying for about 5 years what Trump asserts in that article (but I add that America dropped the ball at interdiction, and interdiction is an almost impossible task).
Here's a quick path to rapidly respond to the attack.
Right now illegal dealers are incentivized to contaminate other drugs with Fentanyl.
It's a deliberate addiction escalation tactic via contamination, making profits and return customers.
There's no easy solution for that in an "unregulated" industry.
So to reduce the problem as fast as possible, try an experiment.
Pick a few of the worst impacted States in America.
Decriminalize all drugs (except of course, fentanyl and the other newer synthetics) and provide untainted drugs to addicts similar to needle exchange programs.
That should drastically reduce new addicts exposure to Fentanyl, in the fastest possible manner.
It could take 5 years or so to really show some results.
(A lot of) People hated needle exchange programs, that's a emotional/political hot button type program.
(A lot of) People will hate decriminalizing all drugs (except of course, fentanyl and the other newer synthetics).
Fair to say, everyone hates Fentanyl except the ones making profit/advantage off it.
The issue some don't fully understand is the quantity already imported to America is so large, that the supply might as well be indefinitely infinite.
