Welcome to the forums. :)
The Procut Sawmill plans are copyrighted, so you'll need to order them directly from Procut. Last time I checked the plans were $120 USD.

AND WORTH IT!! Been there...almost finished...
wish I had saved the time and ordered the Procut
plans. My method worked, but the $120 I saved
worked out to about $1 -$2/HR. Get the plans.
Also...
Spent some time with the WoodMizer LT40HD today.
A very nice mill but I'm starting to be a lot more pleased
going the way I did. Wider kerf, but fewer headaches.

Rick have you finished and used yours yet?? if so whats the verdict? I looked a Procut a month ago and it seemed the best way to go then, Also I had a thought maybe you oe some one else may have more knowledge on milling..How mush hp would be need and required rpm's, for a standard style blade like the 20-30" dia. Horizontal type, why I ask is was wondering if I poured a solid base and put 2 industrial bearing sets on top, then the through shaft connected to the blade, then hook the PTO from a tractor to the opposite side (would have to be splined). seems that a shredder drive could also 2nd as a blade drive..any thoughts??

Worked on my mill a little today. getting closer, but it will still be
a while before it's finished. I had a circular mill back in the mid '70's
but never used it. Somewhere around 40+ hp and about 30" blade.
I never did get it set up. Just as well, I consider them to be very dangerous. I have a lot of black walnut that was milled with a large circular mill and the cut is very rough. I'm just not all that sold on
circular mills, but the next person may think they're wonderful.
Wish my mill was finished then I could give a hands-on report. Should
do very well with my 25 hp Kohler four stroke.

Yeah was kinda what I was thinking about the safety factor, plus using the Procut type I still would have a chain saw to use
