That seems cheap and easy to make.
I like his wheel choice for the quieter factor.
The wheels off a 55 gallon barrel hand truck might work great (approx 10" diam, solid rubber over steel).

Find the right deal and it's $100 for 4 wheels and most of the steel you need.

A rail cart like that would take access to some abandoned lines known to be unobstructed, it'd be heavy.

Seat(s) that swivel 180 degrees and controls that work when the seat is facing either direction!
